The Public Works
Department provides general maintenance and repair services
to the Town. Services provided by the department include:
patching or repairing damaged pavement, crack sealing
previously performed by private contractors, painting and
general maintenance for the Town's various properties,
maintaining all of the Town's vehicles, plowing snow and
sanding, spring cleanup, grading alleys, weed control,
chipping branches for the public and sign installation.
The Department includes
five Public Works/Water Department employees who
perform a broad range of duties. The Board of
Trustees' policy has been to hire local people to perform
some of the extra park maintenance during the summer months.
Town
Parks. The Town began to
operate the Town owned parks in 1988 after the Recreation
District determined that it could no longer afford to
operate the Town's parks. The Town maintains five park
facilities on approximately 5.5 acres of land, the budget
provides for maintenance and operation.
Improvements in the parks include one tennis court, three
covered picnic shelters, an overnight camping facility,
baseball/soccer field and playground equipment. The
pavilion at the park was renovated in 1997 and all of the
tables under the three pavilions were replaced in 1998,
through a GOCO grant. There are three temporary employees
in the Parks each summer and one part time permanent
employee who spends 20 hours per week in the Parks. For more

The Recycling Center
is open 24 hours per day. Materials are accepted from
anyone living in Rio Blanco County. The Town is
exploring recycling materials from ColoWyo coal company.
A plan has been developed to enclose the area in which the
baler is located. Funding will come from grants.
The Town has applied and will construct the facility as soon
as funding is available. The recycling center has shipped
over 700 tons of material since it opened. For more

Russell Overton
- Public
Works Superintendent/Water Department. Supervises employees in
the department, completes day to day tasks, such as:
patching and repairing damaged pavement, painting and
general maintenance for the Town's various properties,
maintaining all of the Town's vehicles, plowing snow and
sanding, spring cleanup, grading alleys, weed control, and
sign installation. Prepares bid proposals for his
department, reads water meters, maintains service lines and
meters, assists in daily maintenance. Holds a Class C Water
License, weed licenses and other water licenses. E-mail:

Tobey Willey
- Water Operator, holds Class C Water License - Weed Officer. Completes day to day tasks as described
above: monitors and maintains the water system daily,
collects weekly water samples and other mandated water
tests, reads water meters, maintains service lines, the
water system and meters. As licensed weed control officer,
he is in charge of monitoring the use of chemicals and
herbicides. Assists with public works duties as
well. Serves as supervisor in the absence of the
Public Works Superintendent.
Greg Barrett, Utility Man.
Assists in day to day activities listed
above, assists with the Town's water system,
including; water line maintenance.
Chris
Colflesh - Utility Man. Assists in day to day
activities of the public works department, including snow
plowing, street repair, vehicle maintenance, etc. Assists in water line
maintenance, reads meters, maintains equipment used by the
water department.
Shannon Merriam - Utility Man. Assists in day to day
activities listed above, assists with the Town's water
system including water line maintenance.
Park Supervisor.
A temporary/seasonal position, works six
months per year part time, as park supervisor, irrigating,
performing routine maintenance, planting trees, etc.
Part time help.
Also a temporary/seasonal position with the Town hiring individuals
during the summer months to help irrigate and mow the parks,
maintain rest room facilities and perform general maintenance
duties. Assists the public works department with special
projects from time to time.
